unable to open hotmail on a mac OS 10.3

Hi! I’m not an expert on computers so I might be asking a dumb question. I have a problem. I am unable to open hotmail or msn site. I have OS 10.3 on my Mac. I tried using both Safari and Explorer but they both failed. Does anybody know what could be the reason for this?

I suppose that this has been going on for some time – because if it just happened today it could be due to some technical problems these sites are experiencing. You should try again later if it only happened today. But if it keeps on it might be the work of a firewall you’re using. You should perhaps lower the security level. I hope this helps…
