Hello. I would like to run program in Windows so it will not be shown in task bar while it is active. Also, I wish when I minimize it that I can only open it again from task manager. Is there some way to accomplish this task in Windows XP Professional? Thank you in advance for your time.

There are ways to accomplish this. If you are developing program then you should find an option that will disable program from showing in task bar. I think that most development tools has such option. If you are trying to hide program from task bar that is not yours then you will have to use some third party software like "Taskbar Hide".
