In case you registered when this problem started to occur, I'd start with uninstalling the last toolbar (or plugin, add-on, or whatever) that you had installed before. If you don't know when it started, try deinstalling all, and then reinstalling each toolbar one by one until you detect which one is the cause.

The problem is, when I turn IE7 off and later back on, some of my toolbars are switched off, apparently at random (sometimes one, sometimes another, sometimes all). I have to right-click and turn each on back again. I currently have the google toolbar, the imageshack toolbar, and the penny-packer toolbar installed. Any ideas?
