While your ISP could've been more helpful, it is true that the error you're seeing has nothing to do with them. If you’re sure that the line is OK, then the most likely cause would be a malfunctioning modem. Still, you might want to try another modem (a USB one I guess) on the same machine, just to make sure the line is working, before you get a new internal modem and replace it so that your friend doesn’t notice.
