I'm currently using this old machine that has Windows 98 installed, but I'm repeatedly unning into this same problem – I keep getting the following message: "Error Loading User.exe. You Must Reinstall Windows." Not knowing what this means, I tried reinstalling Win 98 using the same install CD as the one used a couple of years ago for the original installation. However, during the installation setup, I see that exact same error message, only this time it breaks the installation and I get stuck. Any ideas as to what might be going on? Or what this user.exe is supposed to do? Thanks for any advice you might have…

According to Expert's Exchange, this user.exe is used to load some basic instructions that should get you through the setup process. It's not the same user.exe as the one you end up with once the installation is complete, but I don't know if it's the same reason that's causing your problems with this file. What you want to do is try installing the OS once more, but this time with less optional components (not of Win 98m, of the setup itself). After "setup.exe", use switches such as /NTLDR, id, /is, or /iv… and don't forget to format your HDD first.
