| Um, I have a question. Haven’t you maybe disabled Microsoft Update option? If you have, and I know that some people do, that can be the problem. Try turning on Microsoft Update option and see what happens. I hope that I understand what you wanted to ask. Or maybe you’re right about your brother meddling with your PC. Here’s what, why don’t you create several accounts so that each of you can log on his/hers account? That’s how you’ll protect your files since your brother will be able to see only his desktop and won’t be able to look into your files and programs. That’s an excellent solution for multi-user PCs.
