I have following problem with computer: I run XP and when I try to shut down it, icons vanishing, but computer doesnt turn off, and I have to turn it off manually. Sometimes shut down action work ok. I am very confused. If this action doesnt work, then shouldnt work at all. I havent recently installed new features or reinstalled windows (in fact, I hadnt done that since last year). What things can provoke this problem?

This problem is not too rare as you think. I hope that you have antivirus and antispyware programs. Run it and check your system. It would not be bad if you get some antitrojan program, too, and run it. If your system is clean, then I wish you happy reinstallation. You have already said that you hadnt done it for a long time. My advice is to do it. You dont need to format hard drive. First try to repair your Windows. If doesnt help, then format it.
