Hello. I'm a novice user of Windows, and have the Windows XP Home Version with Service Pack 2 installed. A problem occurs when I try to shut down the computer: It stays on the "saving your settings…" screen indefinitely, and I cannot do anything about it, except I can turn it off physically. When I do, it reports not being shut down properly on the next restart. Is there something to be done about this? Thank you, and excuse my poor English.

As you can see on this page – http://support.microsoft.com/kb/307274 - this is a known issue with Windows XP, particularly when non-English language support is installed (which I assume is the case on your machine). However, it shouldn't be happening with SP 2 present, so it's kind of strange. Try following the advice given on this page: http://labmice.techtarget.com/windowsxp/TroubleshootingXP/shutdown.htm
