I have upgraded from Windows 98 to Windows XP and noticed that I can password protect my user account. I am using Windows XP for the first time and I do not know if Windows password is important. Will I have some serious security issues if I do not set password on my user account?

Windows password is important if several people are using the same computer and you have some files you need to keep private. For this to function user accounts must be set with guest privileges so the can not access other users files. Otherwise, if you are a sole user of that computer disabling password will not cause any security problems.
