Hi, and welcome to H-Desk Forums.
In the case of Windows XP, you can simply boot from the XP CD and install from there.
However if your bios does not allow booting off a CD, you can make a boot disk from disks.com and use that to boot off. Now you should be able to access the CD and install from there.
There are some hardware parts that will still be recognized even in the absence of an operating system, for example your hard drive(s) and your CD drive(s).
