Recently Windows XP began to give me a headache. For some reason it refuses to turn off my computer. So I am stacked with pressing the power off button on my case. It is quite annoying and I wonder if there is any solution to this problem. I have been asking around, visiting forums, but couldn't find any help.

This could mean two things. First this is a known windows bug. There is a solution on Microsoft knowledge base article number 320008. To cut the story short, you will have to download some updates, but I recommend you to read this article. If this doesnt help then check the APM/NT Legacy Power Node . Info about this is located in Device Manager - View. Check the box Show Hidden Devices. You should see a red X on the APM/NT Legacy Node which means that Node is disabled. Try to enable it and check if this solves your problem.
