What does the session startup program do?

Hello! I am marveling what the session startup program does. I try to figure out and I could not strike out anything. I found that startup folder somewhere in my system (cant remember where). I did not erase it, cause I thought that maybe its important. Is it important? Thank zoz!

Hello! It is not recommended to delete folder, but you without fear delete or add some items in it. Startup program loading needed and chosen programs and files whenever you boot your system. This folder is in:
C:-Documents and Settings-All Users-Start Menu-Programs-Startup
