My computer wont boot, and before it stop with booting it was very slow. I asked my neighbor what problem could be and he told me that probably my ram chips died. He told me that I should buy new one and that could be great if I can buy more then 512 MB. I said ok, but to be true, I do not know what ram chips are.

Well, ram chips are, actually, your RAM. When you open the case you will see two ram modules. They are green and they are plugged one beside other. I am guessing that you have it two of them, because you said that your computer first became slower and then stop booting. Your neighbor is right. If I were you I would listen him.
