I'm having trouble capturing video with the ATi 1950 XT card. Even though it's supposed to be able to do this, I can't find anything in the manual even remotely related to video capture. I've asked around and I heard the probable cause of my problems are the ATi drivers and the various issues with Windows Vista that they have, is that true?

You heard right. That series has had a number of known issues with Vista drivers. Probably the easiest way out of this would be to dual-boot with XP or another OS and do your video editing there.
