I have Intel Pentium 4 based computer with Windows XP Professional Service Pack 1 operating system. My problem is that USB device is not detected after reboot or when computer resumes from standby. My first thought was that USB Flash is broken but that proved wrong after testing it on another computer. Also, this problem occurs with all other USB devices like printer and scanner. Can you tell me what is wrong here?

This a bug in Microsoft Windows XP with Service Pack 1. You have two options for solving this problem. You can download Service Pack 2 or apply a hotfix. Hotfix is available through Windows update or from their web site. But be warned, Microsoft says that this hotfix is not tested enough so you can experience some additional problems after installing it. So, the best course of action is to download and install Service Pack 2.
