I'm trying to install Windows 98 on my Toshiba laptop, and it won't play nice! I had to reformat the Hard Drive the other day when it got corrupted, and I was counting on being able to boot up from the diskette, then go to the installation CD for Win 98, but that's not happening – the Toshiba now won't recognize my CD-ROM drive at all! How am I supposed to install the OS now?

What do you mean the Toshiba won't recognize it? Is it not being shown in the IDE drive list in BIOS, and the lights don't flash when you start up? Or is it just that the driver list that you load from that Win 98 boot floppy doesn't support it? If it's the former, you have a hardware issue of some sort (other than the HD), and should check if the drive is connected properly (and set up in BIOS as it should be). If it's the latter, download the drivers for the drive on another computer, copy them to the diskette, then try again. Or just try an OS that isn't more than 8 years old…
