System not detecting external USB HDD

I have Maxtor external hard drive. The problem is that Windows does not recognize this hard drive when it is connected to computer via USB port. Hard drive I new, purchased few days ago and I have this problem with it from day one. Can you tell me what should I do to make system detect external USB HDD?

First of all you should make yourself sure that external hard drive is working. If you have access to another computer then connect USB HDD to this computer and see if the system will recognize external hard drive. If this computer does not detect hard drive then you should return it because it is faulty. Otherwise post back and we will try to find some solution for your problem.
