OK, so I've got a Linksys DSL/cable modem-router, and I'm trying to set up a FTP server to run with it, but it just won't do. Basically what happens is, no one on the outside can't get the IP from the router, just the NIC, so no one can access the server. I checked a whole bunch of FAQs and all they have to say is to make sure port 21 is forwarded, which I did and it is, but that doesn't do me much good. Any ideas?

How about you give us some more details, such as make & model, error report examples, etc.? It's kind of hard to go about this blindly.
Other than that did you check for firewall interference of any kind? Even if you did, setting the PASV mode (if that's still what they're calling it) might do the trick here.
