I have a Pentium IV computer from Dell, with WinXP SP2 system. I’ve bought an external WD 120 GB harddisk drive that connects via USB standard jack. The disk is recognized as new letter in system (ESmile but it won’t work! When I tried to copy something, I got the error message. I connected it to my neighbor’s pc and it works perfectly. I’ve checked his OS, it was Windows XP SP1. Is it possible that this external drive won’t work on SP2?

I don’t believe that your SP2 is the issue. More likely your USB jack is the problem. In most of cheaper machines, usb ports aren’t strong enough to handle the power that flows thru them. Hard disks use a lot of energy, and your USB port might be just too weak.
