When I start Outlook Express it uses 100 processor time and whole computer freezes. It is completely unusable and I have to hard reset it. This behavior started few weeks ago and it happens constantly. I have downloaded other mail client and I am using it now, but I would like to know what caused this problem.

For such problems Microsoft recommends reinstalling Outlook Express so I guess that even they do not know what is causing this. Corrupted files, viruses, who knows? Anyway, you have nice walkthrough Outlook Express and Internet Explorer reinstallation process on Microsoft Knowledge base. Follow it up and you will have normal Outlook Express again.
