Basically, what happens is that file and printer sharing does not work, but only one way: From the XP box to the Win 98 one. Isn't that weird? Shouldn't it not work at all, if something's been set up incorrectly? The XP box doesn't see the other machine at all, but it still responds to requests from it. Frankly, I'm stumped. Any suggestions?

It does sound strange, but you'll have to explain more closely what exactly is going on. What kind of network setup you have, wireless, wired, what? Your router, what model is it? How's the printer connected to it? Speaking on what little you've told us here, I can only suggest that you try disabling the firewall (it could be blocking traffic only one-way), but I suppose you've already tried something so obvious…
