I was very happy when I got my free original ubuntu cd, but unfortunately my happiness didnt last for too long. Even though my Graphics card is regularly reported, my refresh rate is always small. No matter what resolution I pick, I get 60Hz. Is this an Nvidia driver problem?

It may be that your drivers are bad, so you should try downloading drivers from the official website. However, I think that your problem is in your monitor. I had a similar problem not so long ago, and I needed to adjust horizontal and vertical frequencies manually in xorg.conf file.
