Norton and Windows firewall incompatibility. I guess?

I've been having some networking issues, some machines not getting access as they were supposed to, and I was told that it might be due to firewall incompatibility issues. I was to turn off the Norton firewall, and everything would be OK, because it wouldn't fight with the XP one. Strangely enough, it turned out to be true. I'm a little worried, though, not using Norton or any other firewall that I know. And isn't the XP firewall turned off by default? (I don't know where to check.)

The Win XP firewall is indeed set to "off" at first start, but not if you have Service Pack 2 installed it switches it on, as it was supposed to be in the first place. If you have Norton, go to your connection Properties (right-click), the Advanced tab, where you can turn off the XP firewall.
