Is it possible that the camcorder I want to buy can record both in NTSC and PAL format? I mean, it is written somewhere on it, I have seen it. I am thinking of buying it mostly from that reason, because I know there won’t be any problems for me to play the files. I am sorry I am just a beginner, and what I ask may be completely meaningless, but…

Well, I am not sure what to tell you. The last time I got my knowledge updated on this subject, there were not any camcorders that could record both in PAL and NTSC format. But, the great thing about the advancement of the technology- when you play it on PC it doesn’t matter which format it was recorded in. It sees no difference in these frame rates, so if you have PC you do not have to worry that much about it. And since most people do, and they like to keep their data digital too, you really have no need to worry. So, don’t let that detail be crucial.
