This is not a "user account" password, it's needed immediately after I power it up, before the system boots. I know there are password removal programs out there and all that, but I don't see how I could run one to bypass this password prompt. Except maybe I'm supposed to connect the laptop to another machine and run a password removal from there? Is there an easier way to get through this?

What brand/model is this laptop? Actually, it doesn't really matter, but it sounds like a CMOS password has been set, so I assume you got this as a used laptop? There should be a little switch near the CMOS battery on the motherboard (not the main battery!). You need to flip that to reset the CMOS, which should clear the password. If you're not confident about opening up your laptop and messing with the motherboard switches, you'd better get someone with more experience to do it for you.
