My Dell laptop's keyboard seems to be malfunctioning somewhat. It's not a major issue, but it looks like whenever I press a non-toggle key like Shift, Ctrl, or Alt, it gets stuck, and everything I type afterwards is affected, as if I were still holding the key. So effectively, I need to turn these keys "on" and "off" each time I use them, instead of just holding for "on" and then releasing for "off". The keyboard is relatively new, and no other key is malfunctioning. Could this be a software issue of some kind instead?

Actually, odds are it is. You might have accidentally turned the "sticky keys" feature on. This is an accessibility aid provided by Windows which does exactly what you've described. See if it's turned on in Control Panel / Accessibility Options / Keyboard. BTW, I know people who prefer it that way, even though they're not disabled in any way…
