I have noticed in my laptop that coolers are not spinning all the time with same speed. I am concerned that they are could be damaged because of that. That is why I need how I can control their spinning. I assume that there is some software for that purpose and I hope that you will tell me where I can find it.

It would not be normal if your coolers have all the time same spin speed! That would not be normal at all! There is no way to control your cooler with some software. I will try to explain you this: coolers spinning depends of temperature into your laptop. Where temperature is higher, spinning are faster, and vice versa.
