I get this message every time I startup. It's sometimes followed by another and sometimes not, which says windows couldn't start because hal.dll is missing or corrupt. What does this mean? Is boot.ini somehow connected to that hal.dll file, and what do they do anyway? I searched the web but couldn't find anything useful. Any help would be great.

Boot.ini is an initialization file which tells Windows what to load and where from when it boots up. If it's missing or corrupted, you should be able to replace it easily, but I don't think that's the case here because of the .dll you mention. When system files (like I assume that hal.dll is) are missing, the boot.ini error message often pops up even though there's nothing wrong with that file at all.
So, if you do a repair install (using your Windows CD) to replace the hal.dll file, I expect your problems will go away. If the boot.ini error persists after that, we'll talk again.
