How to start Windows 98 in safe mode?

I know I need to press and hold the F8 key while the system is loading, but it's not working. It either tries to load Windows as normal (and fails, looks like the registry is messed up), or stays in the pre-boot screen until I give up and press reset. It is F8, isn't it? I tried some other F's just in case, but that didn't help…

It sounds like there's something wrong with your keyboard, and that that's what's stopping you form entering safe mode. What model is it, the keyboard? Some of the more advanced ones can't load properly until the OS loads because they require some non-standard drivers. Is it using a P/S port or a USB one?
