A cousin of mine has and old pc which he gave to his son to play with. It’s an old 200 MHz MMX Pentium. It has a 4 gb hard disk and 64 megs of RAM. I know that this should be enough to run win98SE, but it’s way to slow on this machine. There isn’t any special application installed on this machine. Besides Win98SE as operating system, there’s Microsoft Office and some other small applications commonly found on pc systems. Is there any way to speed up the start up, without upgrading the computer?

The RAM and CPU speed are optimal for running a Win 98 based system, if it’s not used for some demanding application (Office is not among these). Most likely you have either a fragmented HD (run system tools to defrag), or a messy registry (use a regcleaner utility), or some sort of virus/ malware problem (run your scanning AV software). Come to think of it, it's also possible that your AV programs are eating up your system resources, in which case you would need to switch to something less demanding.
