I don't know if I have perl installed, I think I installed it but I don't have any way to check. I'm told I need to have test scripts to test this, but I don't know how to install them. Do I make them myself, just any simple script, or do I need some special scripts downloaded off the Web? Where do I put them anyway? Thanks in advance, and excuse my newbiness.

If I understand correctly what you're trying to do, then any plain script you make should be OK, there's not special super secret test script that you have to download. Just put the test script in your cgi-bin folder, which should be one step up from your htdocs folder, and see if they work.
