My controller's right thumbstick is broken, or something. The system registers it as if it was in the up position even when it is in neutral. When I push it up, nothing changes, it's basically constantly up unless it's out of neutral. Is this something I can fix myself, or do I have to have it repaired somewhere?

Well, this kind of situation can sometimes be easily fixable, and sometimes it's a little more serious. You should try restarting first, but making sure the stick is in neutral if you start with it in the up position, the system can register that as neutral, which is what you have now.
