I have a fairly powerful computer. Processor is AMD Athlon 2500+ with Barton core, video card is ATI Radeon 9600XT, 1 GB RAM and SATA hard drive. Games worked fine for a long time, but I have noticed, few months ago, that high resolution graphic is running slow. Is this a problem with graphic card or there is something other that is not working well in my computer?

This is definitely graphic card problem. Your graphic card was fine for gaming few years ago, but today games are far more demanding. If you are a gamer you should buy more powerful graphic card. The problem is that you are using motherboard with AGP slot, so your upgrade options are very limited if you do not want to upgrade whole computer and buy motherboard with PCI Express.
