Graphics card fried?

OK, I think I've managed to do it on my first attempt, fried the graphics card as soon as I tried to OC it for the first time! I pushed it up a bit, then started looking for artifacts, then upped it again, and when they finally appeared, I pushed it back down, but now they're still there, at any setting! Did I fuck this up royally?! Say I didn't, please!

Maybe you did, but if the card is still working (artifacts or not), it is not "fried" in the common sense of the word. What you want to do is reset the card to factory settings, standard BIOS. Make sure you leave it out to cool a while before trying again.
