Hello. I was wondering if someone would be so kind to share some advice regarding website building? Specifically, I'm going to set up my own personal webpage soon, and I am thinking of adding a discussion forum there for my fellow elderly citizens. Other than that, the website wouldn't contain much more except my web log (or "blog"), and some shared videos. Unfortunately, I don't know much about forums, so I'm not really sure if having one is such a good idea. Where could I find the necessary information for setting up one? Thank you.

The first place you should check would be your hosting service/domain provider. They should be able to clue you in, and possibly recommend the tools to use. Speaking of which, you should try phpbb.com. Some sites offer step-by-step guides also, but you'd probably prefer direct contact so you could explain the specifics of what you're aiming for.
