I've tried to connect my laptop to a LAN that I need to exchange some materials with, but it looks like it was a bad idea. I've tried to negotiate security settings between my system and theirs, but I've been getting the "failed to save local DB" error message. Now I can't even access my home desktops, which used to network with the laptop perfectly. What exactly is going on?

Did you try changing the local security policy on the other network to match your own? How'd that go? Generally speaking, negotiating authorizations like this is a PITA, so your simplest course of action would probably be to reinstall the network support for your home LAN fully, and set it up the way it was.
