Downloading software problems

I have strange problem when I try to download software. Most of the time download goes smoothly, but sometimes it just refuses to start. I can access site from where I wish to download software but download can not begin. I have been searching over internet for possible answers but I did not found any. Can you provide me an answer on this question?

I have to ask you something first. Are you behind a rooter? This looks to me like badly configured router. You are able to use Http protocol but in router settings ftp is disabled. So you can surf and download most of the time (you are using http for surfing a usually downloading) but when download requires logging on ftp server and using ftp protocol your router jumps in and forbids internet traffic on ftp protocol. You can solve this by enabling ftp port on router
