I have bought completely new, unformatted hard drive. I have installed it in computer and now Windows can not access it but hard drive can be seen from My Computer. I figured that I have to format it. I know I can format hard drive from Disk Management when hard drive is already formatted but can I do it with unformatted hard drive?

Yes you can use Disk Management to format completely unformatted HDD. You first need to create partitions from unallocated space (in your case this is whole new hard drive) and then format newly created partitions. If you are using Windows XP then the best option is to format your hard drive as NTFS. It is a lot better then FAT32 file system.
