Hello! I have heard that some people that they are complain that they are not able to transfer recorded material to their computers. I am wondering is that some kind of digital video recorder issue? Or something else is problem? Please, tell me this, because I am considering buying a DVR?

I can not say that is some kind of issue. I think that most of them transfer their materials, but because they have not appropriate codecs, can not play it with players. So, if you want buy digital video recorder, buy it. But, as I said, take care about format of recorded material and missing codecs.
