Thats problem, which is often happened. Viruses, which attach your OS files, are usually main source of this problem. You should try to restart your computer. You will, probably, fix this problem, but it will happen again very soon. If your computer wont turn on after restarting you have to reinstall you OS. In the future you are supposed to take care about downloading files from Internet. It is possible that trojans and viruses cause this problem. I suggest you to install some anti-virus, which will protect and prevent virus attacks. This isnt the right way how you could fix problem like this forever.
