I have an IBM laptop and some IBM program for rescue and recovery. I have used this program to restore factory defaults and erase everything from hard drive. When I tried to restore system I have received an error saying something like that IBM software is not able to restore my system. Now, I am completely lost. Can I do something here?

Have you tried to contact IBM support? Maybe they will be able to help you or to send you working software if there is some problem with it. If you are unable to contact them then you do not have many options. You can only install Windows from its original disk, if you have one. This is not a good option because you will have to buy Windows if you do not have one, but it is only possible solution for your problem if technical support is not able to solve it.
