Now take a look at this. My brother is the head of this computer. We have two accounts. The first one created is his. After some time I have created new one, mine. And I could do anything. But when I tried to log out my account and to log in to his just because of game I tried to play, the computer asked me for a password. I didnt knew he put one. Never mind that. I have logged back into mine, and tried to enter msconfig into the run box, computer told me that I need some Administrator privileges to enter! I was able to do that yesterday! What the hell happened? Also, I cannot access Device Manager or Registry Editor. Not even system restore. HELP! I want my old account back!

I think that you need to wait for your brother to show up. There is always one administrator account in Windows called Administrator, but it is hidden. The first available and visible account that is created after the installation, must be with administrative privileges too. The third one can be created as limited account. And can be changed and applied later to act with Admin privileges, if desired. Also it can be switched form Admin to Limited, which your brother probably did. And you should know why. Try this : log out the windows to the welcome screen. Press ctrl + alt + del (tap del twice), and there type administrator as user name. Leave password blank. If you can access without password, there you are. You can set things back as they were. But only if there is no password set for Administrator.
