For some reason, I no longer seem to be able to connect to MSN, Hotmail, or just about any other site that uses secures protocols. I'm currently using Internet Explorer v6.xx, and I've tried updating but my company has a dumb request retrieval policy on that. I tried lowering the security level in IE, but that didn't help. Any thoughts?

If your company is preventing you from doing a free update of the software they provide, then I imagine they have a better idea of how to get it to perform? I mean, do they have some tech support guy do the update for you, or what?
In any case, one thing you can do by yourself is: Internet Explorer, Tools, Internet Options, Advanced tab; check to see if "Use SSL" and "Use TLS" are both tagged. If they're not, tag 'em.
