Can anyone access a public ftp server?

I am thinking about creating my own public ftp servers, but there are so many things I need to learn before I do. I would not like my site to be completely insecure so I would like to prevent it if I can. I kind of want to keep some private material there, which my friends could download, so I was wondering if everyone can access a public ftp server?

Public FTP sites are wonderful thing. What you need is a broadband internet connection, and few things more. One of them is NIC on your FTP, to your IP address. It can be very unsafe unless you take some precautions. For example, using a firewall will definitely raise the security of your site, and it would be even better if you could have two of them.AND of course, you can stop anonymous people from accessing your site, it is just to risky. That option is disabled by default, and I think you have to leave it that way. You will password protect the access to your site , so you control who can view and download data.
