Can MP3 quality can be changed?

Hello! I have a lot of mp3 files and I want to know can mp3 quality be changed. My friend told me that if I am thinking on making worse quality, then it could be changed, but making better quality cannot. I want to know if this is true or not. This is very important to me and I hope that you will know something more.

Hello! Generally speaking, your friend is right. You can try with some programs for filtering sound to change quality of mp3, but I am not sure that it would work for all of your files. Mp3 files are not high quality files (as you may already know that) and thee is nothing you can do about that.
