I have bought new CD ROM. When I installed it in computer case I have turned on computer but CD ROM was not detected in Windows. I tought CD is broken but dismissed that thought when it worked just fine in another computer. Do I have to do something do make Windows detect it?
Windows (and BIOS) should automatically detect any optical drives. There are no additional steps required. This problem looks like jumper settings. If you have any other drive connected with the same cable as this CD ROM you should check if both devices are set as master or as slave devices. You can check that if you look at the back of the device and see small plastic cap put on few pins. On the top of device is schema showing how to place jumper to make it master or slave. That said, make one device master (prefferably hard drive) and the other slave (your new CD ROM) and it would work fine.
