Bad MoBo or power supply?

I put together a low-end rig using some old parts, each one "guaranteed functional" if you know what I mean. Everything checked out OK until I put it all together, pressed power, and… nothing happened. No movement, no signs of life. I thought bad MoBo or PSU or connectors, let's check… And now for the weird part: When I unhooked the power cable, I saw the CPU fan start spinning! Any idea what this might indicate?

I don't think I understand the situation. You actually unplug it, disconnecting the power line, and then you see it spinning? On its own? Congratulations, you've got yourself perpetum mobile, my friend…
