The other day my kid brother accidentally uninstalled MS Paint from his computer. He doesn't know how he did it, and frankly neither do I - I didn't even know such a thing could be done. I tried uninstalling it on my machine just to compare, but couldn't even find it!
We're both using Win XP, BTW.
What do I tell him, can he restore it without reinstalling Windows, and how?

Yes he can, but he might still need the installation disc to do it.
MS Paint is one of the accessories that come with most versions of Windows, it's not an independent application as such, so it's not (un)installed in the common way. To uninstall it, go to Control Panel, choose Add/Remove Programs, and then click on "Windows Components" in the field to the left. Check Paint under Accessories, and you'll get it back.
